PROGRAM DESCRIPTION
Pursuant to PD 603, the Council for the Welfare of Children (CWC) is the focal inter-agency of the
Philippine Government for children. It is mandated to coordinate the implementation and
enforcement of all laws; formulate, monitor and evaluate policies, programs and measures for
children, providing dynamic leadership in ensuring a child-friendly and child sensitive society where
every child fully enjoys his/her rights – which includes the Local Councils for the Protection of
Children (LCPCs) in every City and Municipality of the Philippines as established by RA 4881.
The Local Council for the Protection of Children is a council organized at the provincial, city,
municipal and barangay levels that serves as the umbrella organization for ala children’s concerns.
It is a strategic mechanism for the efficient and effective implementation of policies, programs and
projects on all the major areas of concern for children. All members of the LCPC shall be chosen
from among the responsible members of the community, including a representative from the
children sector as well as representative from the government and private agencies concerned with
the welfare of children:

Vice Chairperson: Brgy. Kagawad/Sangguniang Bayan sitting as Chair of the Committee on
Women and Family or Committee on Children
Members: Administrator, Planning and Development Officer, Social Welfare and Development
Officer, Health Officer, Budget Officer, Disaster Risk and Reduction and Management Officer,
Agriculture Officer, SK Federation President, Child Representative, LGOO, PNP, DepEd, CSO
As the focal government inter-agency body on children’s concerns and welfare, the CWC has
come up with the “LCPCng Gumagalaw” as one of our strategies in strengthening the LCPC at the
national and sub-national levels. In 2020, the CWC in partnership with Union of the Local
Authorities in the Philippines (ULAP), the umbrella organization of all local authorities in the
country, launched the LCPCng Gumagalaw nationwide caravan. It was the platform for LGUs to
share their good practices, the challenges and lessons learned, as well as the promotion and
protection of all children and their rights.
It is through and with its regional arm, the Regional Committees/Sub-Committees for the Welfare of
Children (RC/SCWCs), that the agency provides the necessary capacity building activities to the
LCPCs and ensuring that these structures are carrying out the development, implementation,
monitoring, evaluation and updating of the four (4) legacies for children namely, Local
Development Plan for Children (LDPC), Local Investment Plan for Children (LIPC), Local Code for
Children (LCC) and Local State of Children’s Report (LSCR).
For the year 2023, the CWC through its Localization and Institutionalization Division (LID), aims to
tap all the 81 provinces in the country in the pursuit of strengthening and capacitating LGUs to give
a high premium on children’s rights in local governance. This will also help update/enhance the
capabilities of our partners from the Provincial Councils for the Protection of Children (PCPCs) for
technical assistance prioritization especially on the localization of the Four (4) Legacies for
Children, namely; Local Code for Children, Local Investment Plan for Children, Local Development
Plan for Children and Local State of Children Report.
These LGUs have been part of the consultation on the enhancement of the RC/SCWC manual of
operations and have conveyed their willingness and enthusiasm to improve the knowledge and
skills of their respective LCPCs to guarantee that only the best PPAs are delivered in protecting the
rights and welfare of their children.
This activity will be conducted through face-to-face platform for four (4) days with 17 batches,
which will be participated by the selected members of the Provincial Council for the Protection of
Children of the 17 Regions which consists of the following:
o Provincial Social Welfare and Development Officer
o Provincial Planning Officer
o Provincial Budget Officer
o Provincial Local Government Operations Officer
o Provincial Health Officer
o Departments of Education Provincial (Division Superintendent)

The activity consists of lectures, group work, workshops, plenary discussions, small group
discussion, and reporting. The Council for the Welfare of Children through the Localization and
Institutionalization Division will serve as the Training Team for the entire activity and will be inviting
a Consultant as the Resource Speaker.
The training team will make use of various learning methodologies to ensure that participants
would be given the appropriate venue/opportunity to learn and participate based on their specific
learning method.
The process on the development/updating of the 4 legacies being the main focus of the TA
provision, aims to set forth the direction of how the vision of having a “Child-Friendly Philippines: A
Caring and Protective Society For, By and With the Children” will be achieved.
